Abuja, Nigeriaβ€”October 22, 2026β€”Alwan Hassan, Spokesperson of the All Progressives Congress (APC) Presidential Campaign Council, has said that many ministers in Nigeria pay billions of naira to secure their appointments and immediately begin thinking of how to recoup the money once in office.

Speaking on ARISE News on Thursday, Hassan described the practice as a longstanding truth about the country that is not limited to the APC.

β€œA lot of ministers pay billions to be appointed, and the first thing they think of is how to recoup that money after being appointed,” he said. β€œIt is the truth about our country and not just APC ministers; it started before the APC.”

Context of the Remarks

Hassan made the comments while discussing governance and accountability under President Bola Tinubu’s administration.

He suggested that the President’s hands-on approach to economic management and close oversight of government spending helps channel public resources towards priority areas that benefit citizens and discourages such recovery-focused behaviour.

In related remarks during the same appearance, he defended aspects of the administration’s record on power supply and initiatives such as metering, while clarifying statements attributed to the President.

Broader Implications

The admission has drawn attention on social media and political circles, with some viewing it as a candid acknowledgement of systemic challenges in Nigeria’s political appointment process.

Critics have used the comments to highlight issues of corruption and patronage in public office, while supporters point to Hassan’s emphasis on Tinubu’s direct supervision as a corrective measure.

Hassan, a former Special Adviser and known APC chieftain, has previously spoken critically about past administrations while defending the current government’s reform efforts.

The full interview aired on ARISE News’ Prime Time program.
