Minister Doro Reaffirms OHOPRS as Pathway from Relief to Sustainable Poverty Exit
Abuja, NigeriaβOctober 17, 2026βThe Honourable Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard M. Doro, on Saturday reaffirmed the Federal Governmentβs commitment to transforming Nigeriaβs approach to poverty reduction during the 2026 International Day for the Eradication of Poverty.
In a statement released by the Federal Ministry of Humanitarian Affairs and Poverty Reduction, the Minister emphasized the need to move beyond temporary relief measures toward structured, sustainable pathways that enable vulnerable households to achieve resilience and economic independence.
From Temporary Relief to Lasting Solutions
At the heart of this renewed push is the One Humanitarian One Poverty Response System (OHOPRS), the Ministryβs flagship reform under President Bola Tinubuβs Renewed Hope Agenda.
OHOPRS is designed as a unified national operating system that integrates humanitarian response, social protection, and poverty reduction efforts.
Rather than leaving families trapped in cycles of repeated palliatives, the system creates clear exit pathways built around four stages: Palliative, Protection, Productivity, and Prosperity.
The goal is to connect emergency assistance with skills development, livelihoods support, financial inclusion, and economic opportunities that help households graduate permanently from vulnerability.
βThe Ministry remains committed to moving from temporary relief to sustainable poverty-exit pathways through OHOPRS, promoting resilience and economic independence for vulnerable Nigerians,β the Ministerβs message stated.
A Coordinated National Approach
OHOPRS seeks to eliminate fragmentation and duplication that have long plagued Nigeriaβs social intervention programmes.
By using unified social registries, data-driven targeting, and coordinated governance across government agencies and development partners, the system aims to ensure that every intervention contributes to measurable progress toward self-reliance.
The approach has already drawn international interest, with foreign delegations recently visiting the Ministry to understudy the model as a potential tool for addressing irregular migration and building sustainable livelihoods.
As Nigeria marked the global day of action against poverty, Dr. Doroβs message underscored a clear policy direction: humanitarian assistance must save lives, but it must also open credible doors to dignity, productivity, and shared prosperity for millions of vulnerable citizens.
