Abuja, Nigeria—October 17, 2026—Inspector-General of Police Olatunji Rilwan Disu on Saturday attended the formal launch of a new book by retired IGP MD Abubakar, using the occasion to reaffirm the Nigeria Police Force’s commitment to intelligence-led, rights-based, and technology-supported policing.

The event, held at the Police Resource Centre in Abuja, marked the public presentation of Beyond the Bullets: Policing Terrorism in a Democratic System, authored by IGP MD Abubakar (Rtd), Ph.D.

Emphasis on Democratic Values

In his goodwill message, IGP Disu said the book’s central message aligns closely with the current direction of the Force. He stressed that effective policing in a democracy goes beyond the use of force and must rest on the rule of law, professional competence, and public trust.

The IGP urged both police officers and members of the public to read the book not simply as a historical account, but as a practical resource for understanding the need for continuous reform, professionalism, and adherence to democratic values.

He emphasized that the fight against terrorism must remain consistent with constitutional obligations and respect for human rights.

Tribute to Past Leadership

IGP Disu commended the author for his leadership during a difficult period of insurgency and terrorism. He noted that Abubakar’s approach demonstrated that firm action against crime need not come at the expense of constitutional principles.

He described the publication as a valuable resource for policymakers, security practitioners, scholars, and the general public, drawing on decades of operational experience, strategic thinking, and personal sacrifice.

The lessons contained in the book, he said, would help guide current and future police leaders as they navigate the complex demands of policing in a democratic society.

On behalf of the officers and men of the Nigeria Police Force, the IGP congratulated the retired police chief on the publication and formally endorsed its public presentation. He also wished him good health, a long life, and continued contributions to national development.

The Force Public Relations Officer, CSP Ani Iniedu, issued the statement from Force Headquarters in Abuja.

This report is based on the official statement released by the Nigeria Police Force on October 17, 2026.
